Today was the last day of this week spent together in Chile. After the conference, each Ban Advocate has followed the CMC and ICBL workshop sessions, following each one needs and interest, choosing between different topics for improving the campaigning work at home.
During four days, the Ban Advocates have been trained along with other campaigners on sessions of: strategies for working with governments in affected countries, advocating on victim assistance, strategic planning, working with the media…
Those four days have also been the opportunity to better know each others, and to brainstorm on ideas to celebrate the entry into force of the Convention on 1st August, as well as discussing campaigning activities on the roadmap to the first meeting of the States Parties in Lao PDR, next November.
To conclude the campaigners’ forum, each one has enjoyed the wrap party, by taking a last glass of even pisco sour or Chilean wine, before heading home with memories of the nice time spent in this welcoming country of Chile!

Raed Mokaled, Ban Advocate, 25th May 2010
As the Middle East is a region that is heavily affected by mines, cluster munitions and other explosive remnants of war and counts many related casualties, Handicap International thought it timely to organize a workshop on victim assistance in Amman, where several members from the civil society as well as governments attended.
Raed, together with his older son Adam, attended the workshop. When speaking about the situation of victim assistance in Lebanon, Raed had the opportunity to deliver a moving speech. Download Raed’s speech:

Thoummy Silamphan, based on an interview in Lao PDR, May 2010
I had gone out to look for bamboo shoots to feed my family and avoid spending unnecessary family money on food. I was digging in a field about a kilometer away from my village, when the spade I was using hit some UXO beneath the ground.
When the bombie exploded, it cut my left hand, and caused me the most excruciating pain. I was lying on the ground bleeding, when people from the closest village, who had heard the explosion, found me. They carried me to my house, which took 45 minutes.

Phongsavath presented in a Q & A session at the COPE visitor’s centre this morning - to two consecutive groups of 25-30 Australian Development Scholarship winners (being organized by Vientiane College).
Phongsevath spoke about the Ban Advocates, told the story of his accident and his life since, and spoke about how cluster bombs are affecting the Laos people and why they should be banned. He spoke confidently, for a good amount of time, and happily answered questions. Phongsevath ran the second session by himself, asking for questions at the end, thanking the audience, and made a number of jokes which the group appreciated. He was fantastic and totally capable and has improved tremendously since the workshop in January.

Mine and Cluster Bomb Survivors Urge Governments to Meet Treaty Obligations
Funding from donor states and from affected states themselves is key to ensuring promises on victim assistance are met. “The question is not only how much money is spent, but how well it is spent. Listening to survivors will help direct money where it is really needed,” said Dejan

Each year the 4th of April belongs to the UN International Day for UXO/Mine Awareness and Assistance in UXO/Mine Action. To mark the day, the National Regulatory Authority for the UXO/Mine Action Sector (NRA) in Laos invited all operators to participate in a public event under the slogan ‘No more cluster munitions’, which was held at the Patuxay monument in Vientiane Capital, on Sunday, 4th April 2010.
The Lao Ban Advocates came from their villages all over the country to Vientiane for the weekend, so that a second advocacy training workshop could take place on Saturday before the main event on Sunday. The first week-long workshop in January 2010 was such a great success (report on the blog: 15 January 2010) that all participants were excited and enthusiastic about participating in round two.

“I get angry, furious when I hear military experts arguing that they will improve this weapon and make it humane and safe. To drop a high number of bombs close to civilians is a criminal act. If there is anyone at this conference who cannot understand why we need to ban a certain type of cluster munitions, I tell him: ask us, the victims of cluster munitions! We can help you to understand!”

I am a Ban Advocate, and I have been volunteering with the USCBL and the CMC for several years now, communicating my message as the mother of a U.S. marine who was killed while clearing cluster munitions. Starting in September 2009, I began working as a part-time staff member with the USCBL, a coalition of U.S. NGOs engaged in pushing the U.S. towards joining both the 1997 Mine Ban Treaty (MBT) and the 2008 Convention on Cluster Munitions (CCM). Currently, Handicap International U.S. (HI-US) coordinates this coalition.

The English course is very useful for me; it helps me to improve my English in the school and outside the school. I can speak well now but it needs a little more work.
It was great in Berlin. I have learned many things there and thanks to my interpreter Ilir who translated everything for me, I understood a lot of things.
Thanks very much for offering me this opportunity to improve my English.

My English and computer classes are ok. I do not have any problem.

This week of training for new Lao Ban Advocates has been fantastic. The workshop closed with the most difficult challenge of the week: public speaking. Each one of the advocates were encouraged and found the courage to deliver their speeches in front of the entire group. This was not an easy job, as for some of them, they told their stories for the first time, outside of a familial context.
During the week of training, one of the great successes was to see how little by little the cluster munition survivors got closer to each others, as they shared their experiences about their daily lives. We saw this week some individuals who felt more and more confident taking part in the Ban Advocates group and understanding how their stories and messages can be powerful.
